500 households in Mai Đình commune (Sóc Sơn district) are not being granted land use certificates due to issues related to the planning of Noi Bai International Airport. The Chairman of the People’s Committee of Hanoi City has instructed relevant agencies to review and ensure the legitimate rights and interests of the people.

On the afternoon of April 24, Tran Sy Thanh, Chairman of the People’s Committee of Hanoi City, along with National Assembly deputies from electoral unit number 10, met with voters in Sóc Sơn district ahead of the 7th session of the 15th National Assembly.

Speaking at the conference, voters suggested accelerating the progress of transportation projects in Sóc Sơn district; addressing environmental pollution and improving the livelihood policies for residents around the Nam Son waste treatment area; and promptly completing the forest planning in Sóc Sơn to ensure stability in people’s lives.

In particular, voters in Sóc Sơn district reflected on the difficulties and obstacles they face living in the planned area for the expansion of Noi Bai International Airport, which has been delayed for many years.

According to voter Nguyen Thanh Cong (Mai Đình commune), since 2019 there has been a policy to revise the planning of Noi Bai International Airport. However, to date, the project has not been implemented, causing many difficulties for the residents. Construction projects in the expanded airport area have not been approved, affecting the issuance of land use certificates for the people of Mai Đình commune.

“There are currently 500 families in need of land use certificates, but for many years, it has not been possible to implement this due to the adjustment of the planning of Noi Bai International Airport. I propose that the National Assembly deputies petition the Government to promptly approve the planning, set boundary markers, and ensure the rights of the people,” said voter Cong.

Speaking at the conference, Chairman of the People’s Committee of Hanoi City, Tran Sy Thanh, thanked the voters for their sharing, understanding, and sympathy, stating that the city’s political system has always endeavored to develop the economy, ensure social security, and achieve comprehensive results. In 2023, Hanoi’s GRDP was higher than the national average, with tax revenue exceeding 400 trillion dong.

“Hanoi collects the lowest taxes from the people but spends the highest on them. The support policies of Hanoi for the people are always higher than those of the Central Government,” said the Chairman of the People’s Committee of Hanoi City.

Regarding the difficulties faced by voters living in the planned area for Noi Bai International Airport, according to the Chairman of the People’s Committee of Hanoi City, with the slow implementation of the project and the planning hanging for many years, procedures need to be resolved to ensure living conditions for the people.

For projects of national interest, if people have inherited land that they cannot build on, sell, or obtain bank loans against, it poses significant difficulties. “The Department of Natural Resources and Environment must work with the district to review the policies to ensure the legitimate rights of the people,” demanded Chairman Tran Sy Thanh.

Regarding transportation issues, the Chairman of the People’s Committee of Hanoi City stated that he has directed relevant units to review, and in the future, they will report to the Standing Committee of the Municipal Party Committee to compile a list of projects needing investment for the new term in transportation and flood control. These projects will focus on international connectivity, inter-district connections, and regional connectivity.

Chairman Tran Sy Thanh affirmed to the voters that the city is very concerned about waste treatment and is listening to the opinions of voters to formulate appropriate policies. For the area within a 500-meter radius around the Nam Son waste treatment plant, the Chairman of the People’s Committee of Hanoi City requested the Department of Natural Resources and Environment and Sóc Sơn district to urgently accelerate the progress and promptly implement another waste treatment plant in this area.

Regarding the planning of Sóc Sơn forest, the Chairman of the People’s Committee of Hanoi City proposed that the district accelerate the progress so that the city can approve it because “the ball is currently in the court of Sóc Sơn district.”
