The Gia Nghĩa – Chơn Thành expressway project, stretching 128.8km with 4 full lanes, has a preliminary total investment of 25,540 billion Vietnamese dong (over 1 billion USD). If approved, the project is scheduled to commence in 2024 with the aim of completion by 2026.

Minister of Transport Nguyen Van Thang has just signed a proposal from the Government to submit to the National Assembly a report on the feasibility study of the investment project to construct the North-South Western Highway section from Gia Nghia (Dak Nong) to Chon Thanh (Binh Phuoc) and proposes the National Assembly to decide on the investment policy for the project.

Specifically, the Gia Nghia – Chon Thanh expressway project is 128.8km long, with its starting point intersecting with the Ho Chi Minh Highway (National Road 14) at Km1915 + 900, in Dak R’Lap district, Dak Nong province. The end point connects to the Ho Chi Minh Highway section from Chon Thanh to Duc Hoa, in Chon Thanh town, Binh Phuoc province.

Of the total length, approximately 27.8km runs through Dak Nong province, about 99km through Binh Phuoc province, and around 2km for the connection section from the interchange of the Ho Chi Minh City – Chon Thanh expressway to the Ho Chi Minh Highway section from Chon Thanh to Duc Hoa.

The Government proposes to implement the project investment in phases. In Phase I, the expressway will have 4 lanes, with a designed speed of 100 – 120 km/h depending on the terrain conditions; the roadbed width will be 24.75m (25.5m for the section passing through Dong Xoai city); land clearance will be carried out once according to the approved plan (for future expansion to 6 lanes, with a roadbed width of 32.2m).

According to the proposal, the scale of the phased mainline expressway project could meet transportation demand until around 2045 – 2050.

For the connecting section from the interchange with the Ho Chi Minh City – Chon Thanh expressway to the Ho Chi Minh Highway section from Chon Thanh to Duc Hoa, which is about 2km long, it will be invested in as a grade III road, with a roadbed width of 12m.

The government proposes the investment form for the Gia Nghia – Chon Thanh expressway project to be a combination of public investment and PPP (Public-Private Partnership) investment.

The preliminary total investment of the project is about 25,540 billion Vietnamese dong, invested through central and local budgets and arranged capital from investors, of which state budget capital is 12,770 billion Vietnamese dong, including approximately 10,536.5 billion Vietnamese dong from the central budget and about 2,233.5 billion Vietnamese dong from local budgets; capital arranged by investors is about 12,770 billion Vietnamese dong.

Furthermore, the Government proposes to divide the project into 5 component projects (including 1 PPP investment component project and 4 public investment component projects).

Specifically, Component Project 1 will invest in the construction of the North-South Western Highway section from Gia Nghia to Chon Thanh (including the connecting section with the Ho Chi Minh Highway section from Chon Thanh to Duc Hoa) through the PPP method, with the People’s Committee of Binh Phuoc province being the competent authority to deploy and implement.

The project will begin investment preparation in 2023, project implementation will start in 2024, and efforts will be made to complete it by 2026.

Regarding this project, earlier in early May 2022, the consortium of Vingroup – Techcombank sent a letter to the People’s Committees of Binh Phuoc province, Dak Nong province, and the Ministry of Transport proposing to implement the investment project of the Gia Nghia (Dak Nong) – Chon Thanh (Binh Phuoc) expressway project through the PPP form.

Accordingly, the Vingroup – Techcombank consortium proposed to bear the costs of preparing the feasibility study report and the project feasibility study report for submission to the competent state authority for approval. In case the feasibility study report and the project feasibility study report are not approved, this consortium commits to bear all costs related to the preparation of the project investment.

By the end of May 2022, the Ministry of Transport had approved the Vingroup – Techcombank consortium to take the lead in preparing the feasibility study report for the Gia Nghia (Dak Nong) – Chon Thanh (Binh Phuoc) expressway project through the PPP method.

Last October, the Vingroup – Techcombank consortium affirmed that the total expected capital that investors could arrange to participate in the project is 16,000 billion Vietnamese dong.

For the remaining capital, the Vingroup – Techcombank consortium proposed that the People’s Committees of Dak Nong and Binh Phuoc provinces report to the Prime Minister for consideration of additional support from local or central budget sources to ensure the total investment for project implementation.

In the concluding document of the Government on the Gia Nghia – Chon Thanh project in March 2023, the Government requested the People’s Committee of Binh Phuoc province to complete the feasibility study report of the project, in which the state’s investment capital is less than 10,000 billion Vietnamese dong; study investment phase I with a complete 4-lane scale to ensure compliance with technical standards.
